Funds for granting scholarships from the state budget are distributed to higher education institutions by the Ministry of Education, within the budget allocated for this purpose, in proportion to the total number of students enrolled in full-time university study programs, without tuition fees, per cycle of bachelor’s and master’s studies from the respective higher education institution, based on the institutional contract for the scholarship fund, based on the standard cost for the scholarship fund, and social protection.

At the same time, the allocation of the fund by study programs, specializations, and years of study is made proportionally to the number of students, regardless of the form of financing, considering that scholarships are allocated regardless of the form of financing.

All types of scholarships from state budget funds will be awarded to students, regardless of the form of financing.

The allocation of scholarship funds by the Ministry of Education and the allocation of scholarships within the faculties are two completely different aspects.

  1. Our faculty distributed 118 category 1 performance scholarships, 580 category 2 performance scholarships, 359 social aid scholarships, and 17 temporary social scholarships (for clothes and shoes) for students enrolled in both tuition-free and tuition-paying programs from the allocated fund.
  2. The Faculty Scholarship Commission favorably resolved the requests for temporary social scholarships (for clothes and shoes), awarding them the equivalent of a social aid scholarship, specifically 925 lei. The faculty distributes the scholarship fund to its members as follows:
15% – fund for performance scholarships
55% – fund for merit scholarships
30% – fund for social welfare scholarships
  3. The amount of the scholarships is:
    1. Performance scholarship, category 1: 1550 lei
    2. Performance scholarship, category 2: 1135 lei
    3. Social grant: 925 lei
    4. Social grant for clothing: Bursa socială pentru ajutor de îmbrăcăminte: 925 lei/ o singura data pe semestru
    5. We strictly applied the tie-breaking criteria for equal averages in accordance with the scholarship awarding regulations (page 8): https://www.ubbcluj.ro/ro/studenti/files/burse/2023-2024/HS-nr.- 25-privind-aprobarea-Regulamentului-de-acordare-a-burselor-pentru-studenti.pdf available at: https://www.ubbcluj.ro/ro/studenti/burse/regulament_burse

Scholarship appeal form

Students enrolled in budgeted didactic master’s programs who previously benefited from performance, merit, or study scholarships are no longer eligible to receive the didactic master’s scholarship. The provisions of Art. 9 of the Regulation, the law that makes an exception for the didactic master’s degree, only apply to the financing of the program (Art. 35, para. 7 of Law No. 199/2023). Otherwise, they would benefit from two categories of scholarships in two programs of the same level, which contravenes Art. 9 of the Scholarship Regulation.

Students in the didactic master’s program are no longer eligible for the social scholarship if they have received it for the entire duration of their master’s program. This is in accordance with Article 9 Paragraph (1) of the Regulation and Article 21 Paragraph (1) of Order No. 6463/2023.

According to the current regulations, students enrolled in didactic master’s degree programs at fee-paying institutions will not receive the scholarship.

On November 7, 2024, the faculty’s website will display the results of the appeals, and the Academic Info Application will display the final lists of scholarship recipients.
